"Sec.7 of the atipp act states that where there is a conflict with this act and another act atippa prevails. Provide any and all Documentation, legal opinions, etc. That conclude the FOI by-law 2005 is in part or in whole in conflict with atippa and is as a consequence invalid. In the briefing books that should have been provided to new councillors elected in 2009 and 2013 was the 2005 foi by-law noted as a by-law of council. If not how did the legal department inform new councillors of the existence of this by-law. Provide complete minutes of the adoption of the 2005 FOI by-law and any and all references in the minutes of council to the existence of the by-law from the election of 2009 to present.”
