City Manager
The City Manager is the administrative head of the City of St. John’s organization. The City manager provides liaison between the elected officials and the City’s administrative function. Aside from the Deputy City Managers of Public Works, Planning, Engineering and Regulator Services, Community Services and Finance and Administration, the City Manager’s office oversees an array of corporate, legislative and operational functions including:

- Risk Management
- Human Resource Management
- Regional Fire and Emergency Services
Hours of operation are Monday to Friday, 9 a.m. to 4:30 p.m. The City Manager's office is located on the fourth floor of City Hall.

City Clerk
The Office of the City Clerk is responsible for administrative support to Council and its meetings and hearings and committees, as well as responsible for corporate archives and records management, telecommunications equipment and services as well as arranging all civic functions held at City Hall. Responsibilities also include the Office of the Mayor, the Assessment Review Court, Local Appeal Board. The City Clerk also acts as the Chief Returning Officer for municipal elections, which are held every four years.
City Solicitor
The Office of the City Solicitor has responsibility for: managing the legal affairs of the City, representing the City in legal matters, and providing legal advice to Council and City departments; Claims administration which includes processing liability claims made against the City including claims investigation, determination of liability, settlement negotiations, etc.; and the acquisition and disposal of interests in real property and the provision of advice to Council and staff on a variety of real estate and valuation issues.
Internal Audit
The Internal Audit Division is an independent operating entity responsible for reviewing City operations to ensure that assets are protected and operations are performed on a timely and efficient basis.
Marketing and Communications
Marketing and Communications division manages the City’s internal and external communications activities and helps position the City and the City organization in local and provincial market and is responsible for corporate-wide printing and mail services. Marketing and Communications develops relations with media and supports City messages and outreach in the marketplace using a variety of traditional, social and emerging media.
Risk Management
This division is responsible for: acquiring insurance coverage for City owned land, buildings and equipment and that coverage is obtained to protect the City from potential liability claims; identifying areas where the City could be exposed to potential risk/losses and defining and implementing measures that will minimize the same; ensuring that mitigation measures, response and recovery plans are in place for all hazards including natural, technological and human caused disasters.
Human Resource Management
The Human Resources Division provides both transactional and strategic human resource management services to the organization. HR works as a business partner with departments to develop and implement strategies that will attract and retain a diverse, engaged, productive, and talented workforce. Responsibilities of this Division include:
- Workforce Planning, including Succession Planning and Change Management
- Recruitment, Talent Management and Employee Relations
- Collective Bargaining
- Wellness, including Occupational Health & Safety, Disability Management, Employee and Family Assistance
- Management of HR and Payroll Information Systems
- Pension and Benefits Administration
- Regional Fire and Emergency Services
Regional Fire and Emergency Services
Through the office of the Director of Regional Fire Services (Fire Chief), the St. John’s Regional Fire Department provides the region with an acceptable level of fire and emergency protection in the most economical manner, with backup emergency services being provided to a number of surrounding towns in the Northeast Avalon Region. Services provided to the public include, but are not limited to:
- Fire Suppression
- Fire Prevention
- Road Traffic Accident Response
- Medical Response
- Hazardous Materials Response
- Special Teams Response (High Angle, Confined Space, Water Rescue and Helicopter Rescue)
- 911 Communication Services
