Finance and Administration

The Department of Finance and Administration includes divisions which reach across the organization and provide strategic and corporate service to enhance the City’s accountability. This enhances the ability of those departments who primarily provide front line services to residents to meet their mandate.

Assessment 
The Assessment Division is responsible for the preparation of complete and accurate property value assessment on all real property within the City.

Budget and Treasury
The Budget and Treasury Division provides integrated three year business planning and budgeting services to all City Departments and to Council as well as quarterly and annual reports and financial analysis and support to corporate wide initiatives. This Division is also responsible for all capital financing and treasury management functions as well as fixed asset accounting.

Financial Services 
The Financial Services Division is responsible for processing the City’s expenditures accurately and on a timely basis. These include all operating and capital expenditures and payroll.

Revenue Accounting
Revenue Accounting is responsible for billing all City taxes and many other charges and fees. The division also is responsible for all the related accounting, as well as extensive collection efforts on all outstanding receivables.

Supply Chain (Materials Management)
The Supply Chain Division administers the City's centralized purchasing policies ensuring that all departments can purchase materials and equipment in compliance with the Public Tendering Act. The Division also maintains and controls various inventories located throughout the City facilities.

Corporate Information Services
This division maintains all of the City’s networks and attendant communication links, along with all attached hardware (servers, routers, switches, computers, printers, etc.) and software (corporate-wide ERP business applications, office suite applications, individual business applications, e-mail, Internet/Intranet, etc.). The Division also provides Help Desk support to all City employees on the network.

Land Information Services is under this division as well and has responsibility for the preparation, reproduction and/or filing of computer assisted drafting (CAD) engineering drawings, development plans, digital maps and similar documents, as well as the Geographic Information Systems (GIS) requirements for all City departments.

This division focuses on supporting the organization in living its values of continuing to do things better and being innovative while constantly considering budget constraints and current and emerging needs in the community. This division will lead:
