Traffic Pilot Project: Duckworth-Plymouth Loop

In order to improve traffic flow and enhance pedestrian safety, Duckworth Street, Plymouth Road, and Quidi Vidi Road will be reconfigured as part of a traffic pilot project with changes to the intersection being made on September 5 and 6.

This location was identified as a candidate for a pilot project because of many concerns that have been raised by the public about the area as a confusing and hazardous location. The changes to the area will include:

  • Changing Duckworth Street to one-way between Cavendish Square and Quidi Vidi Road, travel will only be permitted eastbound (toward Signal Hill)
  • Changing Plymouth Road to one-way between Quidi Vidi Road and Cavendish Square, travel will only be permitted westbound (toward downtown)
  • Changing Quidi Vidi Road to one-way between Duckworth Street and Plymouth Road, travel will only be permitted northbound (toward Quidi Vidi)
  • Introducing traffic islands to help guide motorists through the new configuration
  • Addition of a variety of signs to help inform people about the new traffic pattern
  • Highlighting Cook’s Hill as a turnaround location and adding a new turnaround location at the junction of Duckworth Street and Plymouth Road 

Changes will remain in place until mid-autumn and will be removed before snow clearing operations begin for the winter. At that time the existing conditions will be reinstated.

During this trial period the City’s Transportation Engineering staff will monitor the area. Near the end of the pilot project a survey will be circulated to gather direct feedback from the public. The observations and public feedback will inform the evaluation and be presented to City Council who will determine if the changes will become a permanent feature of the area.
