Application
A Public Hearing will take place regarding a rezoning application submitted by Fougere Menchenton Architecture, on behalf of Steele Hotels Limited, for a Hotel (69 rooms) and Place of Assembly (concert hall).
 
Description
The rezoning to the Commercial Central Office (CCO) Zone will allow a maximum height of 10 storeys for the proposed development.
 
Council has adopted St. John’s Municipal Plan Amendment Number 152, 2019, and St. John’s Development Regulations Amendment Number 698, 2019, on September 3, 2019, and hereby gives notice of its intent to seek registration of the amendments from the Minister of Municipal Affairs and Environment, in accordance with the Urban and Rural Planning Act.
 
The effect of the Municipal Plan amendment would be a text amendment to the Commercial Downtown District and an amendment to the Downtown Building Control Map to allow a height of 10 storeys and to remove the light angle requirements at the subject property. 
 
The effect of the Development Regulations amendment would be to rezone 9 Buchanan Street, 426 and 430 Water Street from the Commercial Central Mixed Use (CCM) Zone to the Commercial Central Office (CCO) Zone and Open Space (O) Zone. Text amendments and a map amendment to allow the additional height and to remove the light angle requirements are also required.
 
In conjunction with the above amendments, the City is advertising the development a 1400 seat, 2 427.8 m²  Place of Assembly (concert hall) at 9 Buchanan Street, 426 and 430 Water Street as a Discretionary Use.

If no written objections are received, the Public Hearing may be cancelled in accordance with the provisions of the Urban and Rural Planning Act.
