Public Hearing - 30 & 36 Barrows Road

The St. John's Municipal Council adopted St. John’s Municipal Plan Amendment Number 143, 2018, and St. John’s Development Regulations Amendment Number 673, 2018, on August 6, 2018, and hereby gives notice of its intent to seek registration of the amendments from the Minister of Municipal Affairs and Environment, in accordance with the Urban and Rural Planning Act.
 
The effect of the Municipal Plan amendment would be to re-designate 30 and 36 Barrows Road from the Open Space Land Use District to the Residential Medium Density Land Use District. 
 
The effect of the Development Regulations amendment would be to rezone 30 and 36 Barrows Road from the Open Space (O) Zone to the Residential Quidi Vidi (RQ) Zone. 
 
These amendments are in reference to an application to develop two single detached dwellings.
 
To allow the proposed amendments to the St. John’s Municipal Plan and Development Regulations, an amendment to the St. John’s Urban Region Regional Plan is required. St. John’s Urban Region Regional Plan Amendment Number 1, 2018 is proposed to re-designate land at 30 and 36 Barrows Road from Public Open Space to Urban Development.  Please see location plan on the back of this notice.

The Public Hearing will be held on Thursday, September 6, 2018, at 7 p.m., Foran/Greene Room, fourth floor, City Hall and will be conducted by an independent Commissioner jointly appointed by the Minister of Municipal Affairs and Environment and St. John’s City Council. Any person wishing to make a submission on the proposed amendments must provide a signed written statement, including your name and street address, to the Office of the City Clerk by 9:30 a.m., Tuesday, September 4, 2018, either by mail: P.O. Any identifying information beyond your name (civic address, email and/or other contact information) will be redacted (removed) prior to the information being released publicly. If no written objections to the amendments are received by the deadline noted, the public hearing for these amendments may be cancelled by the City in accordance with the provisions of the Urban and Rural Planning Act.
