Public Hearing - Maddox Cove Road

The St. John’s Municipal Council adopted St. John’s Municipal Plan Amendment Number 95, 2013 and St. John’s Development Regulations Amendment Number 512, 2013 at the regular meeting of Council held on April 23, 2013 and hereby gives notice of its intent to seek registration of the amendments from the Minister of Municipal Affairs in accordance with the Urban and Rural Planning Act.

The purpose of St. John’s Amendment Number 95, 2013 is to redesignate land along the north side of Maddox Cove Road from the Restricted (RES) Land Use District to the Rural (R) Land Use District.

The purpose of St. John’s Development Regulations Amendment Number 512, 2013 is to rezone land along the north side of Maddox Cove Road from the Open Space Reserve (OR) Zone to the Rural Residential Infill (RRI) Zone.

These amendments are in reference to an application submitted by property owners to rezone land located along the north side of Maddox Cove Road to allow for the future development of residential building lots with private on-site well and septic systems. The building lots would be a minimum of 1,860 square metres (1/2 acre) in size.  

In order to allow the proposed St. John’s Municipal Plan Amendment Number 95, 2013 and the proposed St. John’s Development Regulations Amendment Number 512, 2013, an amendment to the St. John’s Urban Region Regional Plan is proposed. St. John’s Urban Region Regional Plan Amendment Number 1, 2012 proposes to redesignate land on Maddox Cove Road from 'Restricted' to 'Rural'. 

A public hearing to consider St. John’s Urban Region Regional Plan Amendment Number 1, 2012 and St. John’s Municipal Plan Amendment Number 95, 2013 and St. John’s Development Regulations Amendment Number 512, 2013 will be held on Tuesday, May 21 at 7 p.m. at St. John’s City Hall. The public hearing will be chaired by an independent commissioner jointly appointed by the Minister of Municipal Affairs and the St. John’s Municipal Council.

The St. John’s Urban Regional Plan Amendment Number 1, 2012 and the St. John’s Municipal Plan Amendment Number 95, 2013 and the St. John’s Development Regulations Amendment Number 512, 2013 may be inspected by any interested persons during regular business hours at the City’s Department of Planning, Development and Engineering, third floor, St. John’s City Hall (business hours are Monday through Friday from 9 a.m. to 4:30 p.m.). Any person wishing to make a representation on the proposed St. John’s Urban Region Regional Plan Amendment Number 1, 2012, the St. John’s Municipal Plan Amendment Number 95, 2013 and the St. John’s Development Regulations Amendment Number 512, 2013 at the public hearing scheduled for May 21 must submit a written statement outlining their representations or objections with the City Clerk’s Department by 4:30 p.m. on Friday, May 17.
