Public Meeting - 16 Francis Street

A joint public meeting will be held by the Cities of St. John’s and Mount Pearl to provide an opportunity for public review and comment on a proposed rezoning of property within the City of St. John’s and a discretionary height consideration within the City of Mount Pearl to consider a comprehensive development proposal that straddles the municipal boundary of the two municipalities.

The eastern portion of the subject property resides in the City of St John’s. The St. John’s City Council is considering a proposed rezoning from the Residential Low Density (R1) Zone to Apartment Medium Density (A2) Zone to allow a six-storey residential condominium building with 96 units. Only the eastern portion of the development rests within the municipal boundary of the City of St. John’s. A Municipal Plan amendment will be required for this application which will require a public hearing chaired by an independent commissioner at a future date.

The western portion of the subject property resides in the City of Mount Pearl. The property is zoned as Commercial-General which permits a range of commercial and residential uses up to three-storeys in height. The zone also permits the Mount Pearl City Council to use its discretion to consider buildings up to six-storeys. The mixed use building (first floor commercial and five storeys residential) is proposed to be six-storeys in height. Mount Pearl City Council is considering using its discretion to allow an increase in height from the permitted three-storeys to six-storeys to accommodate the proposed development. The Public Meeting will be held on Thursday, Sept. 12, 2013, 7 p.m. on the main floor, Mount Pearl City Hall, in the main Council Chambers.
