Rezoning Amendments - Blackhead Crescent/Ryan's Place/Scouts Place

Rezoning amendments to be considered for approval by the St. John’s Municipal Council at the regular meeting of Council to be held on Monday, Jan. 21, 2013

  1. In order to make several existing single detached houses conforming uses and to accommodate limited additional residential infill development along a section of Blackhead Road and Blackhead Crescent, the St. John’s Municipal Council is considering a map amendment to the St. John’s Development Regulations, which will have the effect of rezoning land in the area of Blackhead Crescent, Blackhead Road and Beaver Pond from the Open Space Reserve (OR) Zone to the Rural Residential Infill (RRI) Zone. The RRI Zone allows single-detached dwellings on building lots with a minimum lot frontage of 1,860 square metres and a minimum lot frontage of 30 metres.

In response to applications by some owners of properties on Ryan’s Place, the St. John’s Municipal Council is considering rezoning all those properties with frontage on Ryan’s Place, which are now presently zoned as Rural Residential (RR), from the Rural Residential (RR) Zone to the Rural Residential Infill (RRI) Zone.  The rezoning is proposed to be a depth of approximately 60 metres from the road. The present RR Zone designation requires a minimum lot area of 4,000 square metres and a minimum lot frontage of 45 metres for a single detached dwelling, while the proposed RRI Zone designation allows single-detached dwellings on building lots with a minimum lot frontage of 1,860 square metres and a minimum lot frontage of 30 metres.

In order to accommodate an infill residential development along a limited section of Scout’s Place, Council is considering a rezoning amendment which will have the effect of rezoning property at Civic Number 9 Scouts Place from the Rural Residential (RR) Zone to the Rural Residential Infill (RRI) Zone.
