Application Text Amendment 50 Tiffany Lane

The City of St. John’s has received an application from KMK Properties Inc. to develop Stage 2 of an Independent and Assisted Living Facility and Residential Condominium Units on land facing Tiffany Lane. Stage 2 proposes the construction of two new buildings with each building proposed to be 16 storeys in height, with a combined total of 240 residential condominium units with a mixture of one-bedroom and two-bedroom units. The new buildings are proposed to be constructed on property next to the former Salvation Army Training Facility off Tiffany Lane. Each residential unit will be self-contained and the two new buildings will provide shared parking and supporting amenity and service spaces. Up to three levels of parking will be provided. There will be a total of 300 parking spaces provided for the two new buildings.

KMK Properties Inc. has prepared a Land Use Assessment Report under terms of reference which were approved by the St. John’s Municipal Council which provides detailed information on this proposed new residential development. The assessment report is attached to the bottom of this Notice. The application site is zoned “Institutional” under the St. John’s Development Regulations. This zone allows the proposed two new 16 storey residential buildings as a permitted use. This zone currently allows a maximum building height of 10 storeys (at the discretion of the St. John’s Municipal Council). In order to allow the proposed two 16 storey buildings, Council is considering adopting text amendments to the St. John’s Municipal Plan and the St. John’s Development Regulations to allow the maximum building at the application site on Tiffany Lane to be increased to a maximum building height of 16 storeys. The proposed text amendments are site-specific and would apply only to the application site on Tiffany Lane.

At Council’s upcoming Regular Meeting to be held on Monday, March 11, 2013, Council is scheduled to make an initial decision on the proposed text amendments to allow the building height at the application property on Tiffany Lane to be increased to 16 storeys. Any persons wishing to comment on the proposed text amendments regarding the building height amendment are requested to send their comments in writing to the City Clerk’s Department by 12 p.m., (noon), Thursday, March 7, 2013 in any of the following ways: (by mail: City Clerk’s Department, City of St. John’s, P.O. Box 908, St. John’s, NL, A1C 5M2; by E-mail: cityclerk@stjohns.ca or by fax: (709) 576 8474). Any written representations received by the deadline noted will be included in the agenda for the regular meeting of Council on Monday, March 11, 2013, at which time Council is scheduled to make an initial decision on the text amendments. As information, written submissions received will become a matter of public record.

In accordance with the City’s policy on public notification, properties within a minimum radius of 150 metres of the application site on Tiffany Lane are notified in writing by the City of this application and the proposed text amendments regarding the maximum allowed building height for the application property on Tiffany Lane. Notices are mailed to the property owners, business owners and occupants of buildings located within the 150 metre radius area. Property ownership information is based on data contained in the City’s assessment roll.
