Public Hearing - 640-646 Empire Avenue

The St. John’s Municipal Council adopted St. John’s Municipal Plan Amendment Number 121, 2013 and the St. John’s Development Regulations Amendment Number 591, 2013 at its regular meeting held on January 6, 2014 and hereby gives notice of its intent to seek registration of the amendments from the Minister of Municipal Affairs in accordance with the Urban and Rural Planning Act.

The effect of the St. John’s Municipal Plan Amendment Number 121, 2013 would be to re-designate land located at civic number 640-646 Empire Avenue from the Residential Low Density Land Use District and the Open Space Land Use District to the Residential Medium Density Land Use District.

The effect of the St. John’s Development Regulations Amendment Number 591, 2013 would be to rezone land located at civic number 640-646 Empire Avenue from the Residential Low Density (R1) Zone and Apartment Low Density (A1) Zone and Open Space (O) Zone to the Apartment Medium Density (A2) Zone.

The amendments are in reference to an application submitted to the City of St. John’s by N.D. Dobbin Properties Limited to allow development of three apartment buildings for seniors, each three-storeys in height and containing 15 dwelling units.

A Public Hearing is scheduled for Tuesday, Jan. 28, 2014, 7 p.m. in the Foran/Greene Room, 4th Floor, City Hall. The Public Hearing will be conducted by an independent Commissioner appointed by Council. Any person wishing to make a submission on the proposed amendments must provide a signed written statement to the Office of the City Clerk by 4:30 p.m., Friday, Jan. 24, 2014, either by mail: P.O.
