Comprehensive Plan in the Works for Kenmount Road

The City of St. John’s is taking the next step forward to develop a comprehensive land-use plan for the lands above the 190-metre contour on Kenmount Road.

“We are very pleased to have received approval to allow development above the 190-metre contour as this represents a significant amount of land in our City,” says Councillor At Large Tom Hann, Chair of the Planning and Housing Standing Committee. “Now it is critical that we look at how these lands can best meet the needs of the city from a planning and development perspective, what infrastructure will be required and any areas which are environmentally sensitive. City staff have put together a terms of reference for the study and we are currently seeking proposals from qualified individuals and companies who can develop the plan under our guidance.”

There are two significant areas in the City with developable lands above the 190-metre contour: Southlands and an area along both sides of Kenmount Road. Development of a concept plan for the Southlands area is nearing completion and should be submitted by the developer to Council for review and approval soon. The City is now focused on producing its concept plan for the Kenmount Road area.

“The City will facilitate the development of the plan and ultimately work with developers to implement the plan for the Kenmount Road area,” says Councillor Hann. “In fact negotiations are already proceeding for the acquisition of land in the area to establish a major new park.”

The consultant will liaison with the property owners through the process to ensure all of the amenities and infrastructure required for the area are addressed. The public will also be given an opportunity through the process to provide input into the final plan.

Proposals must be received at the Office of the Acting Director of Planning no later than 3 p.m., Friday, May 31. Potential proponents may acquire a copy of the Terms of Reference from the Department of Planning, Development and Engineering on the third floor of City Hall.
