Council Statement: Former Mayor Andy Wells

On behalf of City Council and staff, I extend heartfelt condolences to the family, friends and colleagues of former Mayor Andy Wells on his recent passing.

Former Mayor Wells served the citizens of St. John’s passionately for thirty-one years, from December 1977 to March 2008. He served as a member of Council from Dec 1977 to Nov 1990; as Deputy Mayor from Dec 1990 to Oct 1997; and, as the Mayor from Oct 1997 to March 2008.

In many ways Mr. Wells was larger than life. He voiced his opinions loud and clear and enjoyed debating ideas and policies with his colleagues. Throughout his tenure at City Hall he initiated many lively discussions in Council Chambers and throughout the organization.

Mr. Wells was a trailblazer who saw the City through many milestones and historic moments. A few significant projects include:

  • The Harbour Clean-Up Project was completed under Mayor Wells which saw the end of the daily flow of raw sewage into St. John’s Harbour. A major part of this project was the funding and construction of the Riverhead Wastewater Treatment Facility on Southside Road.
  • Construction and official opening of the Mile One Stadium and Convention Centre.
  • The cruise ship industry underwent significant growth, as there was a record number of Cruise Ship visits during his time as Mayor.
  • In 2002, the City began implementation of a Citizen Relationship Management (CRM) strategy for a centralized call centre and citizen service centre – now called Access St. John’s (311). 
  • Completion of the Winsor Lake Water Treatment Facility took place under Mayor Wells.

Out of respect for former Mayor Wells and his immense contributions to the City, the flags at City hall and all City owned buildings will be lowered to half-mast.
