Public Engagement: City-Owned Vacant Land Empire Avenue
The City of St. John’s 10-Year Affordable Housing Strategy outlines a commitment to identify city-owned vacant land for potential redevelopment as affordable housing.
Public engagement is underway to collect feedback from the community regarding City-owned land at 80-90 Empire Ave (see map). The City is seeking feedback from area residents and businesses about the current use of the land, concerns around possible redevelopment, and the type of housing and design that would be best suited to the area.
A virtual information session is scheduled for Wednesday, Oct. 13 at 7 p.m.

Engagement on two other parcels of land, 375 Waterford Bridge Road and 245 Forest Road, identified for potential redevelopment as affordable housing was completed during the summer.
Once engagement has concluded for the parcel on Empire Avenue, a ‘What We Heard’ document summarizing feedback for all three parcels of land will be presented to City Council.
