Strategic Plan Updates for 2022
At the Committee of the Whole on March 22, 2022, Council will review the City’s strategic plan, Our City, Our Future, first approved in March 2019.
Two new goals for 2022 reflect the City’s commitment to climate action and service excellence:
- Work collaboratively to create a climate-adapted and low-carbon city (Sustainable City)
- Achieve service excellence and innovation through collaboration and modernization, grounded in client needs (Effective Organization)
For 2022 there are 31 new strategic initiatives. These include more actions from the public transit review and other initiatives that support existing plans and strategies such as youth engagement, the bike master plan, affordable housing, corporate and community climate plans and the Healthy Cities strategy.
Progress and Success
Since the launch of the plan, 89 of 136 initiatives have been completed and several more are nearing completion. This success was achieved despite a two-year pandemic and a state of emergency. Some of the achievements under each strategic direction include:
Sustainable City
- Envision St. John’s approved
- Significant work on Water Street infrastructure and Kenmount Road Trunk storm sewer
- Resilient St. John’s Community Climate Plan completed
- Corporate Energy & Greenhouse Gas Reduction Framework completed
- Completion of a City-wide wetlands report
- Significant work to advance an asset management program
- Partnership signed with Genesis on the Johnson Innovation Station in support of technology start-up business.
City that Moves
- Completion of the Public Transit Operational Review and implementation of recommendations including the new ZiP network
- Bike St. John’s Master Plan completed
- Hebron Way extension to Major Path completed
Connected City
- Healthy City St. John’s Strategy adopted
- Youth Engagement Strategy developed
- Site selection and design for H.G.R. Mews Centre replacement
- New 311 call centre solution implemented to enhance customer experience
- Re-imagine Churchill square concept plan completed
Effective City
- Information Management Strategy finalized
- Automated accounts payable solution implemented
- Completion of two citizen satisfaction surveys
- Development and implementation of an employee engagement survey
- By-law updates for heritage and sanitation
- 11 corporate policies developed or implemented, including the respectful workplace policy, procurement policy, fraud policy, materials management policy, sponsorship policy, and privacy management policy.
- 29 process improvement projects completed, ranging from purchasing, payroll, tax sales, housing, commercial development application and more
After the discussion at Committee of the Whole, the revised strategic plan will go to Council for final approval at a future regular meeting.
