Ward 4 Byelection: Call for Nominations

On Feb. 23, 2016 residents of Ward 4 of the City of St. John's will elect a new Councillor.

In accordance with Section 14(5) of the Municipal Elections Act, SNL 2001, c.M-20-2, as amended, notice is hereby given that Jan. 19 to 26, are the days on which nomination of candidates for Ward 4 Councillor for the Feb. 23 St. John’s municipal byelection will take place.

Nominations shall be in writing and state the name and residence of the candidate and be signed by the proposer and seconder, both of whom shall be present together with the candidate, who will also sign signifying his or her acceptance.

The proposer and seconder must be eligible to vote in this election, meaning they have to be a Canadian citizen, 18 years of age or older and residents of the City of St. John’s for the 30 days immediately preceding election day.
 
Candidate Qualification
Pursuant to Section 15 of the Municipal Elections Act, SNL 2001, c.M-20-2, as amended, a person is qualified to be nominated as a candidate for Ward Councillor if he or she is:

  • A Canadian Citizen, 18 years of age or older and eligible to vote in an election in the City of St. John’s
  • Not in arrears of taxes or other charges payable to the municipality of St. John’s
  • Ordinarily resident in the City of St. John’s for a period of 30 days before the commencement of the nomination period or resident in an area that, on Election Day, is part of the City of St. John’s.

Vote-By-Mail
In keeping with the practices established in 2001, the City will once again be using a vote by mail system. Residents of Ward 4 are encouraged to check the voter’s list to ensure they receive their vote-by-mail kit. The voter’s list is available on the City’s website.
