Public Hearing - 257-261 Blackmarsh Road

The St. John's Municipal Council adopted St. John’s Municipal Plan Amendment Number 132, 2015 and St. John’s Development Regulations Amendment Number 614, 2015 at its regular meeting held May 25, 2015 and hereby gives notice of its intent to seek registration of the amendment from the Minister of Municipal and Intergovernmental Affairs in accordance with the Urban and Rural Planning Act.
 
The effect of the St. John’s Municipal Plan Amendment Number 132, 2015, would be to re-designate land located at 257-261 Blackmarsh Road from the Residential Low Density (RLD) District to the Commercial General (CG) District and the Open Space (O) District.
 
The effect of the St. John’s Development Regulations Amendment Number 614, 2015, would be to rezone land located at 257-261 Blackmarsh Road from the Commercial Neighbourhood (CN) Zone and the Residential Medium Density (R2) Zone to the Commercial Neighbourhood (CN) Zone, the Residential Medium Density (R2) Zone and the Open Space (O) Zone.
 
The amendments are in reference to an application submitted to the City of St. John’s to allow the development of a proposed North Atlantic Petro Station, a convenience store and a coffee shop with drive-thru. Under the new proposed rezoning, a small portion of the R2 lands will be rezoned Commercial Neighbourhood (CN) and another portion (currently vacant, City owned land) will be rezoned Open Space (O).

A Public Hearing is scheduled for Wednesday, July 15, 2015, at the Foran Greene Room, fourth floor City Hall. The Public Hearing will be conducted by an independent Commissioner appointed by Council. Any person wishing to make a submission on the proposed amendments must provide a signed written statement to the Office of the City Clerk by 9:00 a.m., Tuesday, July 14, 2014, either by mail: P.O. If no written objections to the amendments are received by the deadline noted, the public hearing for these amendments may be cancelled by the City in accordance with the provisions of the Urban and Rural Planning Act.
