Public Hearing - Blackhead Road/Blackhead Crescent

The St. John’s Municipal Council adopted St. John’s Municipal Plan Amendment Number 111, 2013 and St. John’s Development Regulations Amendment Number 560, 2013 at the regular meeting of Council held on July 22, 2013 and hereby gives notice of its intent to seek registration of the amendments from the Minister of Municipal Affairs in accordance with the Urban and Rural Planning Act.

The purpose of St. John’s Municipal Plan Amendment Number 111, 2013 is to redesignate land east and south of Beaver Pond that is situated with frontage along sections of Blackhead Road and Blackhead Crescent from the Restricted (RES) Land Use District to the Rural (R) Land Use District.

The purpose of St. John’s Development Regulations Amendment Number 560, 2013, is to rezone the same land from the Open Space Reserve (OR) Zone and Rural (R) Zone to the Rural Residential Infill (RRI) Zone.

These amendments are in reference to an application with the purpose of rezoning land to remove the Non-Conforming Use status from several existing houses and to allow limited residential infill development (several new houses) in the affected area. The building lots would be a minimum of 1860 square metres (1/2 acre) in size.

In order to allow these proposed amendments, an amendment to the St. John’s Urban Region Regional Plan is proposed. St. John’s Urban Region Regional Plan Amendment Number 3, 2013 proposes to redesignate land along Blackhead Road and Blackhead Crescent from 'Restricted' to 'Urban Development'. 

A public hearing to consider St. John’s Urban Region Regional Plan Amendment Number 3, 2013 and St. John’s Municipal Plan Amendment Number 111, 2013 and St. John’s Development Regulations Amendment Number 560, 2013 will be held on Tuesday, August 13, 2013, 7 p.m. at St. John’s City Hall. The public hearing will be chaired by an independent commissioner jointly appointed by the Minister of Municipal Affairs and the St. John’s Municipal Council.

The Public Hearing will be held on Tuesday, August 13, 2013, 7 p.m. in Conference Room 'A', fourth floor, City Hall. The Public Hearing will be conducted by an independent Commissioner appointed by Council. Any person wishing to make a submission on the proposed amendments must provide a signed written statement to the Office of the City Clerk by 4:30 p.m., Friday, August 9, 2013, either by mail: P.O. Written submissions received will become a matter of public record. If no written objections to the amendments are received by the deadline noted, the public hearing for these amendments may be cancelled by the City in accordance with the provisions of the Urban and Rural Planning Act.
