Public Meeting - 16 Francis Street

A joint public meeting will be held by the Cities of St. John’s and Mount Pearl to provide an opportunity for public review and comment on a proposed Municipal Plan amendment and rezoning of property that straddles the municipal boundary of the two Cities located at 16 Francis Street.
 
The overall concept for this property is a comprehensive residential development consisting of three, four (4) storey residential apartment buildings. Building #1 (western portion) is located within the City of Mount Pearl while buildings #2 and #3 (eastern portion) are located within the municipal boundary of the City of St. John’s.
 
The eastern portion of the subject property resides within the City of St. John’s. An application have been received for a proposed rezoning from the Residential Low Density (R1) Zone to Apartment Medium Density (A2) Zone to allow two, four (4) storey residential apartment buildings for a total of 118 units (63 units for Building #2 and 55 units for Building #3). This application will require a Municipal Plan amendment.
 
The western portion of the subject property resides in the City of Mount Pearl. The property is zoned Commercial General which permits a range of commercial and residential uses up to three storeys in height with a Discretionary Use up to six (6) storeys. Mount Pearl City Council is considering using its discretion to allow an increase in height from the permitted 3 storeys to 4 storeys (79 units for Building #1) to accommodate the proposed development.
 
A Land Use Assessment Report (LUAR) has been submitted to the City.

The Public Meeting will be held on Monday, December 15, 2014, 7 p.m., Park Place, 61 Park Avenue, Mount Pearl.
